Abstract

This study examines the negotiation of religious authority in the digital era through a qualitative comparative analysis of Indonesia and Malaysia. Employing an exploratory design and a virtual ethnographic approach, the research finds that criteria for religious legitimacy have shifted from sanad (scholarly transmission) to engagement metrics. This shift has produced two distinct institutional response models shaped by differences in state–civil society relations. In Indonesia, the influence of civil society organizations such as NU and Muhammadiyah has encouraged an Adaptive Participatory Model, characterized by discourse pluralism and decentralized management of da'wah. By contrast, Malaysian authorities, particularly JAKIM, have implemented a Controlled Regulatory Model, using instruments such as tauliah (preaching licenses) to enforce doctrinal uniformity and restrict new actors, resulting in a centralized structure of religious governance. The findings contribute to scholarship on Digital Religion by demonstrating that institutional governance is a decisive factor moderating the universal impact of mediatization. This produces divergent authority ecosystems: fragmented yet resilient in Indonesia, cohesive yet rigid in Malaysia. The study also highlights shared challenges faced by both models in safeguarding the morality of religious discourse.
